                    <p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">各设区市建设局（建委），厦门市市政园林局、泉州市公用事业局、平潭综合实验区交建局，“建筑之乡”县住建局：</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  为贯彻落实省政府关于深化“放管服”改革部署要求，推进建设行业从业人员岗位证书办理标准化便民化，进一步提升住建领域审批服务水平，根据《住房城乡建设部办公厅关于同意在河南等省（市）开展住房和城乡建设领域从业人员有关证书电子化试点的复函》（建办人函〔2018〕736号），经研究，决定自2019年2月11日起，在全省推行建设行业从业人员岗位证书无纸化网上办理和电子证书。现就有关事项通知如下：</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  一、推行范围</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  （一）建筑施工企业主要负责人、项目负责人和专职安全生产管理人员安全生产考核合格证书；</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  （二）建筑施工特种作业操作资格证书；</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  （三）燃气经营企业从业人员专业培训考核合格证书。</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  自2019年2月11日起，以上证书涉及的报名考试、发证以及延期、变更、注销等事项均实行无纸化网上办理，不再受理纸质申请，并推行电子证书。电子证书与有效的纸质证书等效使用，具有同等法律效力。原纸质证书在有效期内的可继续适用，待其办理变更、延期等业务后改发电子证书，停发同名纸质证书。</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  二、办理程序</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  （一）统一规范办理程序。随文印发《福建省建设行业从业人员岗位证书办事指南》。各地住建部门要严格按照规定的收件材料、流程及时限办理。</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  （二）请各地住建部门、企业和个人登录“福建省建设从业人员综合服务平台”查看《操作使用说明》，了解掌握平台的具体使用操作方法。</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  三、有关要求</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51); font-size: 20px; font-family: 宋体, SimSun;">  个人和企业应当如实提交申请材料和反映真实情况，并对其申请材料实质内容的真实性负责。各地住建部门要加强事中事后监管，对存在弄虚作假行为的个人或企业，一经查实，要依照《住房城乡建设部关于印发建筑施工企业主要负责人 项目负责人和专职安全生产管理人员安全生产管理规定实施意见的通知》（建质﹝2015﹞206号）、《建筑施工特种作业人员管理规定》（建质〔2008〕75号）和《关于印发福建省燃气经营企业从业人员专业培训考核实施细则的通知》（闽建城函〔2016〕104号）等有关规定，作出严肃处理，并予以通报。</span></p><p style=";margin-bottom:0;text-align:justify;text-justify: inter-ideograph;background:white"><span style="color: rgb(51, 51, 51);
